Ghana Signs ¥402m Human Capital Grant with Japan

The Government of Ghana has signed a ¥402 million grant agreement with the Government of Japan under the Japanese Grant Aid for Human Resource Development Scholarship (JDS) Programme. This was announced by Finance Minister Dr. Cassiel Ato Forson in a Facebook post on Tuesday, June 3, 2025.
The JDS Programme offers scholarships for Ghanaian professionals to pursue postgraduate studies in Japan. It aims to build administrative and policy-making capacity across critical sectors of governance and public service.
Dr. Forson expressed the government’s gratitude to Japan for its consistent support toward Ghana’s development efforts. He described the partnership as a reflection of a shared commitment to investing in people to drive national transformation.
Dr. Forson also briefed the Japanese delegation on Ghana’s recent economic progress. He noted that improvements in key indicators such as declining inflation, reduced debt levels, and growing investor confidence are expected to positively influence the country’s sovereign credit ratings in the near future. The post noted, “This morning, I had the honour of representing the Government of Ghana in signing a ¥402 million grant agreement with the Government of Japan under the Japanese Grant Aid for Human Resource Development Scholarship (JDS) Programme.”
“I also updated our Japanese partners on Ghana’s economic progress. We expect improvements in our sovereign credit ratings soon, supported by falling inflation, declining debt levels, and renewed investor confidence.”
